There is a game called
Command & Conquer: Generals that i have played and modded alot.
its only about 10 or 20 dollars at Office Depot, but still a very good game.
As far as modding, all the things needed to do so are free, and relatively easy to use.
using Notepad and
Gmax, i can add a whole new unit in about 4 hours, with new weapons and
armor values.
The only thing i havent figured out on this game is
animations, and lighting. But, if this topic gets attention, there is still
a large community for C&C, and i should be able to get some people to help with these problems.
we could use this engine to
make anything we want. I would very much like to watch a squadron of Ikrans ripping apart a AMP suit

Apart from units, there are also off-map
strikes,
super weopons (launched from buildings), and
upgrades.
The units can also gain XP from kills, which can upgrade armor, speed, weapons, ect.
And yes, this is all perfectly legal (Westwood, bought by EA, helped supply the modding tools

).
It would take a bit of work to completely change C&C to Pandora, but it
could be done.
Just a thought, in case someone wanted a RTS based Avatar game
