I had a few ideas:

1st: The villain could be someone from the Omaticaya people (someone that hates Jake and now wants to do something against the sawtute).
2nd: Would be fun to watch a war between Na'vi clans or perhaps, a war between the Pandora people and another moon people.
3rd: What about a interspacial war, between humans and Na'vis?
4th: The RDA could instalate a new Hell's Gate in another moon and when they are ready, atack Pandora.
5th: Ok, that's the last one. The villain should be... i don't know... someone... what really matters is that Na'vi win the war at the end :p
6th: Only one more: And if Eywa get mad, could happen a few natural catastrophes

Starts a "fire sale": A cataclysmic and systematic shut-down of every technological system in a developed country. Electricity, water purification, sewage treatment, financial databases, missile defences, etc

He basically sends America back to the stone age....Well...he would have done except for the pesky protagonists ruined his plans.
