Neither

It varies although active sentences in English are often SOV.

We don't have a list from Frommer yet of what all the different orders mean so at the moment it's almost all just intuition, the clue that 1st position is focus and final is a "punch" or as I think of it, lesser focus; and some corpus analysis.
