Here is my main pc:

Can I suggest that you make the call to lsusb inside sudo - since most of use try _not_ to run as root the whole time.

lsusb works fine as a normal user for me, and it's not even setuid

On my Gentoo lspci and lsusb work only with root permissions. But on second PC with Debian they work as a normal user :)

Because they are in /usr/sbin which isn't in the PATH of a normal user.

Yeah, but in Debian they are just in /usr/bin ;)
