Well, if you are using a Windows network, especially with an Active Directory, you are more or less forced to use Windows Server. That's one big reason why it is so popular among companies. But it totally depends on the type of server you need. For example, most webservers are running some sort of Linux and it's also becoming quite popular among high performance computing users.

Which presumably implies that active directory is a strength and thus a reason to use Windows as a server system.

If you need this feature, yes. If you're not using Windows, no. For the sake of completeness, the newly released Samba 4 supports Active Directory too but I have no first-hand experience on how good it is.
