How should na'vi hair look like?

But remember one other very important fact about the Na'vi and how they keep their hair: It's all about function!

If you are dashing about hunting or trying to out run something that might eat you, you don't want your hair getting in the way! Firing a bow when your hair could get caught in the string isn't my idea of a great time. When Turok comes flying by and nips at you, you don't want him getting a grip on your loose hair, it could mean the end of you.

So when you aren't hunting or running around in the wild (say, for example when you are mating!) you can wear your hair down and it's a good thing. I'll have to watch the scene when the Na'vi are burying the one that had died to see if they had it down at that point.
