Depends on who found it really and by the looks of things most people in the avatar universe are greedy money lusting morons.
Just look at the world now. 90% of the environmental damage was caused in the pursuit of wealth.
Only mostly AWOL.

Although they didn't haul over top-notch biology scientists like Max and Norm to Pandora for nothing....
