As you noted, that can mean different things. I think SAFE has three basic interpretations: (1) NOT A SOURCE OF HARM, (2) NOT THE RECIPIENT OF HARM, (3) A PROTECTOR FROM HARM.

Examples:

  • This dog is safe. = He won't harm you (by biting, say). So he's not a source of harm. OR  This medicine is safe. = You can take it without its causing you harm. Again, it's not a source of harm.
  • The deer is safe from predators. = It won't be the recipient of harm. OR You'll be safe here. = You won't be hurt. I.e., You won't be the recipient of harm.
  • This place is safe. = It will protect you from harm.
I don't see why kxuke shouldn't have the same range as the English word. So to answer your question, it can mean both "not in danger" and "not dangerous." 😊
