There could be other reasons for the dual tails. One could be that there are like air or pandora air pressure sensor or some other kind of sensor to help detect prey or what ever along side. We won't know what they could be used for or if they're not used at all, which would be a waste.

Well, banshees are noted to reach speeds of up to 160mp/h. Did you know that hawks reach only 120 mp/h? And that only when they do their dive attack? And in a lower-density atmosphere which makes fast flight easier...
So, toruk needs to be faster or otherwise he'd starve to death which isn't very helpful on survival.
At these speeds and with the variable wing configuration -the flaps at the end are quite movable to adjust to every needed air profile- it might be that the dual tail helps reduce drag through swirls at the bodies edges.
