I would translate your idea in this way:

Pelì'upam lì'uä alu Naranawm lu eyawr ulte srake atokirina' tsun tswivayon 'Rrtamì?

(Which pronunciation of word Naranawm is right and can woodspirites fly on the Earth?)

Basically there could be problem to pronounce two glottal stops in serie as marked in red (probably they connect to single one), so safer is to change word order.
Related to lì'upam, I'm pretty sure there was an example of usage from Paul, but I can't find it. It was quite straightforward like:
Lì'uri alu Naranawm lu pelì'upam? or even Lì'uri alu Naranawm pelì'upam? But I'm not totally sure.

For second part, I'd use either Srake atokirina' a 'Rrtamì tsun tswayatsyon? (Can woodsprite, which is on Earth, fly?)
or Srake atokirina' tsun tswayatsyon mì 'Rrta? (Can woodsprite fly on Earth?)

Note small difference in these two versions - in first atokirina' is modified by 'Rrtamì (this part works as adjective) and therefore needs attributive marker a, in second atokirina' stands alone and mì 'Rrta part works like adverb of place. I hope it's not too difficult to understand explanation, but I have no idea how to say simpler.
