What's the difference? Is it cause there's a consonant in the front of one, and a vowel in the front of the other?

Yup, spot on. The infixes go before the vowel (or after the first consonants, depending on how you look at it) in their given syllable. Since there is no consonant in Ug, the infixes go before the U. Also remember that ' is a consonant in Na'vi, that had me confused for a while :P
