Considering the known story, it's unlikely that there would be survivors.  However, I'm sure if you can come up with a good explanation you might be able to wiggle your way into the Roleplay.  Sä'nek is the ultimate decider though.

There are most certainly chances of survivors. The problem is how long will they actually survive :P Talk to me about it and we'll get something rolling.

The plot does not need to be in the same spot the whole time, don't worry. Flashback and what not are perfectly fine, indicate a flashback more than 2 weeks ago using bold red letters. I'm excited, let's keep rolling.

This is forewarning for our Covenant characters and Tawteng, we will be blowing the city. I'll leave it up to you to figure out how to get out, and if you need suggestions I'm happy to help.

We're using canon timeframe, so as long as the characters fit the canon storyline then we can indeed use them. Just check with me to see if it will fit with plausibility.

As far as the cycle and units go, It's all BS.  We don't know the exact equivalents of Cycles and Units for the Covenant, only that Cycles are the length of the artificial days on High Charity and that there's over 250 units in each cycle.  I came up with a non-cannon conversion from minutes to Units though:  1 Unit ~ 4.8 minutes

And Duma, did you mean Ossoona instead of "Osana"?
