Irayo, ma Blue Elf.

>Wrrpa oeyä kifkeyä
Wrrpa is a noun as well as an adverb - I mean the adverbial use here - outside my world.

The rest, indeed, needs these changes. Irayo nìmun!
/edit/ except perhaps 'fo' in the last line, as it reference the somebodies that leave 'from time to time', which implies more than one.

That's ok, but IMHO it should be "outside of my world", so we need some equivalent for "of". I'm not sure if genitive is possible here. More experienced person is needed.

But from "tuteol" I see that at one time only one person leaves. I think the same number should be used on both sides (as these are different clauses).

Perhaps tsengo might help here?
Tsengo, ke mì oeyä kifkey,
Somewhere, not in my world,

or even somewhere over my world:
Tsengo oeyä kifkeyio

Hmmm. When I consider this in English it looks awkward:
from time to time someone from my world leaves
I don't know where he goes.

This would imply that the same tuteo leaves, comes back and goes again. Seeing that these are fish that are caught, there is little chance they come back, srak? I would like to use 'disappear' but there is no word for that yet, so I had to settle for 'leave'.
I think adding tì'i'avay krrä might do the trick. Leave forever.

Irayo.
Ngay, 'suteol' does sound strange. Also, for me, that would give the impression that more someones disappear at the same time. Fascinating to run into the habits of a language this way...

How about this (using the latest from our greatest):

Krr ftawnem, ulte nì'ul'ul hapxì a ta oeyä soaia txìng payti tì'i'avay krrä.

I'd use:

Time passes by and more and more members of my family leaves watter forever.
