As manual says, You need fiberoptics (7$ excluding shipping), LED light source (ca. 5$ at local store), clear plastic elements (crystals, prices may vary) to diffuses the light and special glue.
Glowing dots looks very good but fiberoptic cables hanging around doesn't look Na'vish
Fiberoptics technique might be OK under fabric costume. Still searching for better solution for painted skin. Maybe conductive paint and SMD LED chips will work for short time?
