tì and adjictives

when a "tì-" prefix is used to chanfe an adj. into a noun, does it change it into, for exemple "bigness" or "a big"?

yes but that example isn't great as bigness comes from big.

A better example could be the adjective true (ngay) which goes to truth (tìngay).
