QuoteThe NCSSFL-ACTFL Can-Do Statements are self-assessment
checklists used by language learners to assess what they "can
do" with language in the Interpersonal, Interpretive, and
Presentational modes of communication.
This is an excellent document that can offer ideas for what to learn, tracking one's progress, or (for karyu) what to teach.

It looks like this would be a good assessment to find out how proficient one is in Na'vi (or any language).  People have been looking for some measurement standard for that here for a long time!
