I've updated the Typing_Na'vi page on the Learn Na'vi wiki to include all the methods I know of, including all the ones mentioned in this thread.

As Numeie says, the glottal stop is an apostrophe in Na'vi transcription, the other symbol is the IPA symbol and is used when demonstrating the pronounciation of a word in the IPA.

I do know the other symbol is the pronunciation.  I suppose it is likely that I'm noting the differences in the apostrophes due to different fonts in the document.  Some are strait, some have a tail, and some are slanted (in a non-italic font).
Some people are using a grave accent ´ rather than an apostrope ', possibly because they're using unfamiliar keyboard layouts or because their native language doesn't have apostrophes and so they don't realise that there's a difference.

Attached is yet another layout, one that I use pretty much all the time on my computers.  It's a modified version of a very general "pseudo-VT320" layout which turns your right Alt key into a compose key.  E.g. AltR+' followed by any vowel produces that vowel with an acute accent.  Values specifically useful to writing Na'vi:

AltR+` I -> ì
AltR+` Shift-I -> Ì
AltR+" A -> ä
AltR+" Shift-A -> Ä

Personally I like this mode because it provides quite a number of accented and special characters without interfering with normal typing or having to switch between keyboard modes.  It's also similar to how one generates accented characters on a Mac, which is what I grew up using.  You can view (and if you're feeling brave, modify) the full range of key assignments in the .klc file included.

One of the other things I do is use a utility called KeyTweak to rebind my right Alt to left Alt and the menu key to right Alt.  That way I can use either Alt key normally, and the otherwise-useless menu key becomes my compose key.  This part's optional though.

Wow, I admire how much effort you guys put into this, but it's most of it is really unnecessary superfluous.

In Windows (I run Windows 7 x64, but it should work from XP up), just use US-International.

Right Alt + Qä
Right Alt + Shift + QÄ
Left Alt + `, Iì
Left Alt + `, Shift + IÌ

it works great. ä and ì are so easy and faster to write now. irayo!

That has the disadvantage of turning `, ~, ', and " into "dead keys", meaning you have to press those keys followed by space in order to get those characters.

wisnij's solution leaves those keys to function as normal (normal for US keyboards, that is).

Which works best for you depends on how much you use those keys versus using accented characters, how used to typing that way you are, and how much you like learning new ways to type things you've been doing a particular way for a long time already.  It's good to have multiple solutions; to each his own.

For the Mac users out there I have created a QWERTY and Dvorak version of the Na'vi keyboard layout.  Since q b d j are not used, q & b = ä and d & j = ì.  If anyone wants these rearranged in any other way, just say so and I will gladly make a new version.

Installation,

To install, drop the layout file into /Library/Keyboard Layouts/ folder.  The layout should then be accessible in the Language & Text preferences pane under Input Sources.

I no not have any such folders on my MacBook. :(

I have a German (QWERTZ) keyboard and that works just fine for Na'vi.
"ä/Ä" (also ö/Ö, ü/Ü) is there already with a dedicated key.
And you get "ì/Ì" by just pressing "`" first and then "i/I"

On a Mac, you put .keylayout files in Home/Libary/Keyboard Layouts, then logout/login, then check its box in system prefs/language & text/input sources, then select in the "flag" menu at the top right of the Finder.

I'll be very glad, if someone will make keyboard layout for Linux. :)

Kaltxì ma smukan !

I've just fust this topic, and I'll be very interested in a French version of this keyboard, or maybe making one if it's not too hard.
Could someone tell me how-to ?

Irayo ma smukan

[Edit]
I've found MS Keyboard Layout Creator, now I'll try my best to give one French version.

[Edit2]
So I've done the project and created the resource file, but for a reason I can't explain, MSKLC isn't able to create the Install package (though I have all the DLL). :(

Alt GR + 7 + i ==> ì
Shift + ^ + a ==> ä

Not bad, necropost after 10+ years, XD. ;D
I'm not sure which keyboard app has been downloaded, but I'd try KXWERTY keyboard (mobile phones and/or PC) app one can find in this download page:
https://tirea.learnnavi.org/index.php?p=downloads

Edit:
And here is the corresponding thread about the mobile app:
