Well, the plains today aren't necessarily what they used to be.   ;)

Take the American plains for example. Before over farming created a dust bowl and over hunting killed the buffalo herds, finding food was relatively easily. (Compared to living in a jungle environment.) The human spirit allowed people to eke out a living nearly anywhere, but some places are naturally easier then others. And when it comes to pure survivability not everywhere is created equal.

So, yes, I think that a more temperate climate would be a good compromise.  ;D
