Probably a weird thing that came of of a supersonic military craft or something. As for the "confiscating" thing, either the FAA really doesn't know it and wants to dice it up and look at it under a microscope, or it is from a top-secret aircraft. Former is more likely, as top-secret aircraft usually don't fly over residential areas - so much for being secret!

this person, named Chris Nsamba and is from Uganda. He is building a spaceship, and if he succeed, he is going to be the first ugandan, up in space. He is going to fly up 80.000 feet(24.4 km)

Well, he is going to be inside the stratosphere

the stratosphere stretches from 20 to 50 km

The stratosphere is not space. Many planes fly there!

His plane does look cool though. Probably a bit cramped however. If it wants to go to space, those big wings need to go off! And rocket engines, not jet engines, should be used. Poan new nìtxan livu tawtute, slä peyä tìranyu ke lu sìltsan nìtxan - poan lu leskxawng nì'it.

Kepler mission has confirmed the first planet to host life

What is the news source you are using, ma Tsanten? There are MANY MANY MANY exoplanets in inhabitable zones. This one is far from the first. In addition, not all habitable planets are inhabited. For example, Mars is technically habitable, but there aren't aysute there!
