I'm afraid not.  Participles, active or passive, can only be used as attributive adjectives, never as predicates.  You should never see them used with lu or slu this way.

So then how is a distinction made between "Everything is destroying" and "Everything is being destroyed"?

I'm not clear about the audio, but if you heard it seems fra'u skera'a and doesn't make sense, the only thing we can think of is a -t is missed by the actor or listener, only this but not any fkol or something..
