I wouldn't count that as entirely canon because it's written by a member of the Community and although advanced I doubt that Pawl went through it and corrected stuff. It was posted as written—the idea and the message was what counted. You'll find nume there as transitive, for example ;)

I would think that tìpangko or tìpangkotsyìp are countable. Example: Tsawri, pxesìpangko lamu oengru Any examples one way or the other, in other languages?

We can't say for sure if a word in language A is countable like in language B.
Example:

German   Information   Informationen
English--
Information is a non-count noun.
It is neither singular nor plural.

As for first sentence, I would rewrite it as:
Yafkeykìri hufwe tul nìtxan fìtsenge.
What you wrote translates as "Weather here is much wind".
Oe lu skxawng skxakep. Slä oe nerume mi.
"Oe tasyätxaw ulte koren za'u oehu" (Limonádový Joe)
