The biggest suggestion I can give you is to vary up the brushes you use, both in shape, type, opacity, and size. Try to be economical with your brush strokes - think about which brush will be best suited for the task at hand.

Additionally, it may not yield the best results in the short term, but I would avise against tracing over an image, and eyedroppering the color. Instead, you should paint from the image, and try to match the colors you see. This will teach you to see color differences, proportions, and anatomical relationships.

also: Painter is good if you want to recreate traditional painting techniques digitally.  It has a steep learning curve, however, and can be sometimes buggy.  It also takes a larger image which requires a fast processor.

Photoshop is great for painting, has a relatively shallow learning curve, but also has a lot of crutches.

I start off with painter, move to photoshop to sharpen things and change colors, then go back to painter to add more painterly aspects, then move back to photoshop for finishing touches.
