also: Painter is good if you want to recreate traditional painting techniques digitally.  It has a steep learning curve, however, and can be sometimes buggy.  It also takes a larger image which requires a fast processor.

Photoshop is great for painting, has a relatively shallow learning curve, but also has a lot of crutches.

I start off with painter, move to photoshop to sharpen things and change colors, then go back to painter to add more painterly aspects, then move back to photoshop for finishing touches.
