Well, interesting question....
I compared 3 versions of movie:
1/ extended English version. At that point it is not possible to hear that statement correctly, as Jake is speaking over Quaritch. One can hear only the end: ".... all times"
2/ extended Czech version. Here rule 1 sounds like: "Have your exopack always at hand". That gives good sense.
3/ mega version by Xellos: Here I hear: "Keep your exopack within reach at all times".

So I vote for two or three.

I thought Rule One was "Never act incautiously when confronted with a small wrinkly bald smiling man?"

But yeah, that line's not in the original film.  :P

I don't know exactly what he says word for word but I think all that really matters is the general message. So I agree that 2 and 3 are correct.

It's from Pratchett's Thief of Time, which is a hilarious book about the monks in charge of managing time. ("Everyone knows that time is a resource, and resources have to be managed...") Said small wrinkly bald smiling man is a central character.  ;)
