Well, whoever wants to do it. There's no need to translate all of it at once or even to complete it. There are already enough dead languages lying around, one more can't hurt.

This is the only time I've heard those two referred to by these names, honestly. On the other hand, I've seen at least one English-to-Ent dictionary online (can't remember where, unfortunately) with an average of 0.7 entries per page. >.< I've also seen various Insert-Dwarven-Language-Variant-Here-to-English dictionaries around the Internet, most of which have pronunciations that can't be done unless you have a special effects budget for your voice or have eaten gravel for twenty years. Elven variants are rarer, and mostly pronounceable, but I did see an audio dictionary once that was completely unlearnable unless you had two sets of vocal chords.
I enjoy this language. It means I can curse at people in it and they don't know what I'm saying. Of course, they often figure it out purely from the tone of what I say, but that's another problem.
