when ever you use -l and -ti you need to use them both.
-l is the subject
-ti is noun the subject is doing something to
so for practice rewrite the sentences with the correct -l and -ti placement

poan tayìran Kelutrel
he  will walk to hometree

poé makto ikran
she rides ikran

ngeyä pa'li 'oleko oeyä pa'li
your horse attacked my horse
kaltxì peng oeru fra'uya niNa'Vi

you got them right but the last one was the tricky one if i understand it correctly i think you have to put the -l on ngeyä because you are the topic not the horse though it might end up having to be spelled out
ngeyäri pa'lil 'oleko oeyä pa'liti
so it shows that you are the topic but your horse is the subject doing the action.

Yeah the last one was tricky, but i understood this way:

ngeyä (your) is genitive, a possessive case, so i think the subject would be my horse, wich actually DO something to the noun (your horse), no?

Ne is an adposition meaning "to", in the directional sense.  It can go before the word as a preposition as well, but I don't think we know whether it's one of the ones that triggers lenition, so it might be either ne Kelutrel or ne Helutrel depending.
