i know, "you are beloved by me" nga yawne lu oer 

but what if i say  "john is beloved by me" would that be john yawne lu oer

It means more precisely ''John is beloved to me''. John can be translated as ''Tsyan''.

so saying, Pawl, Tsyan si Ann yawne lu oer is correct?

"john is beloved by me" is passive voice that turns in Na'vi as Tsyon yawne lu oer as you have written. :) Na'vi doesn't have passive voice by design.
