To say 'bloom'?

I'm trying to find a translation for the verb 'bloom' - the only source I could find was in the 'Message from Paul Frommer' - where he says ' 'Ivong Na'vi! '. This is translated as 'Let Na'vi bloom!' I was wondering, does 'ivong translate as 'to bloom' or 'to let bloom'?

In the message the verb includes the SUBJ infix <iv>: '<iv>ong  maybe best translated as:   may blossom (bloom?) or as an imperative
