2 ways: either you're a good boy, and you just click the link and automatically join the discussion, or you ask someone on the forum to add you as a friend, who can then personally invite you to the discussion.

How do I use the link? The first page shows me the link but when I put it in the browser nothing happened but a Google search with no results.  Whats wrong?

You should put it as a new web address. It will then ask to open an external program, in this case; Skype.

Allow, and Skype will open. This will finalise the invite.

Basically, copy and paste the link into the browser bar.

This will open a popup, saying that an external program (Skype) will be opened to use the link.

Allow it, and Skype will open automatically.

This will then add that chat address to Skype, and put you in the chat.

I'm having an issue with opening the Skype room. 
I get past the popup that allows skype to open, but Then I get a web page saying that

"Note: this feature is not available in the latest version of Skype for Windows."
